We provide independent analytical, technical, facilitation, and capacity-building services that enable communities, the private sector, government agencies, and multilateral institutions to build trust, strengthen partnerships, and achieve equitable outcomes, and lasting social impact.

From co-creation to compliance, we help partners deliver inclusive, measurable, and durable results. We design and deliver community-driven solutions that align local priorities with the ESG and sustainability requirements of the private sector and the environmental and social safeguard frameworks of governments and multilateral institutions.

The Team

Community Impact Solutions is a newly established consulting group, founded in July 2025 and composed of experienced development professionals, including former senior personnel from USAID. At a time of transition in the global development landscape, our team remains steadfast in promoting inclusive, locally led, and sustainable outcomes for communities worldwide.

COIMSO brings together a multidisciplinary team of senior development practitioners with complementary expertise.

Sandra Lazarte

Senior Indigenous and Climate Advisor

Over 23 years of experience designing and implementing international development programs at the intersection of social inclusion and environmental sustainability. As an Indigenous professional, Sandra brings deep expertise in sustainability and climate, Indigenous Peoples’ rights, gender, and inclusive development.

Her technical expertise includes Free, Prior, and Informed Consent (FPIC), Indigenous Ecological Knowledge, Indigenous-led development, stakeholder engagement, and natural climate and nature-based solutions, including climate finance. She has extensive experience working with Indigenous communities, governments, and development partners to design inclusive, community-driven approaches that strengthen climate resilience and sustainable resource management.

Sandra holds a Master’s degree in International Development with a specialization in Rural Development Sociology from Wageningen University in the Netherlands, and a degree in Sociology from the Universidad Mayor de San Simón in Bolivia.

Fluent in English, Spanish and Portuguese.

Nikki Enersen

Senior Inclusive Development Advisor

Over 25 years of experience designing, implementing, monitoring, and evaluating international development programs across sectors including governance, biodiversity, climate adaptation, agriculture, education, economic growth, and health. Her technical expertise spans gender and inclusive development, youth engagement, safeguarding, human rights, and Indigenous Peoples’ rights.

A former USAID Foreign Service Officer (16 years), Nikki held leadership roles including Deputy Director of the Inclusive Development Hub, where she oversaw agency-wide work on Positive Youth Development, Indigenous Peoples’ rights, and vulnerable children. She brings deep expertise in results-based management, large-scale program oversight, and delivering high-quality work under tight timelines and budgets. She is also an experienced trainer of trainers, specializing in gender and inclusive development.

Nikki holds a Master of Public Administration from the University of Minnesota and a bachelor’s degree in anthropology and international relations from Claremont McKenna College. She speaks Spanish, French, and English.

Aline Magnoni, Ph.D.

Senior Social Scientist and Monitoring, Evaluation and Learning Advisor

Over 20 years of experience designing, implementing, monitoring, and evaluating international development programs across multi-country portfolios. Her expertise includes monitoring, evaluation, and learning (MEL), social risk and social impact analysis, gender equality,  Indigenous Peoples’ rights, and inclusive development.

Aline has a strong track record of translating complex research, portfolio data, and field-based insights into actionable, evidence-based recommendations that inform strategy, policy, and investment decisions. She brings deep experience leading results frameworks, strengthening data quality and analytics, and developing knowledge management systems. 

Her work is grounded in earlier academic and field experience as an anthropologist, where she conducted long-term research with Indigenous communities, shaping her commitment to locally led, culturally grounded, and participatory approaches to community development.

Aline holds a Ph.D. from Tulane University in Anthropology. Aline is a cross-cultural communicator, fluent in English, Spanish, French, and Italian.

Shannon Johnson' profile photo

Senior Environmental and Climate Advisor

Over 10 years of experience in advising on equitable climate programs and policies and direct support to Indigenous Peoples and local communities on securing land and resource rights. Shannon has published on rights-based climate forest conservation and grassroots approaches to just transition for UN Research Institute for Social Development. 
 
Shannon managed partnerships with a coalition of African IP and LC organizations to secure their land and resource rights and support rights-based conservation and climate action. Shannon advised USAID climate programs and policy on just transition, FPIC, community engagement, and social risk. She also led the climate equity working group, designed guidance, and facilitated training for staff on pillars of climate equity and just transition. She was the Gender, Social Inclusion, and Localization Advisor for USAID’s Climate Adaptation Support Activity, where she developed a strategy to operationalize the inclusion of  marginalized communities into USAID climate adaptation programming. 


Shannon has a Master’s Degree from the Geneva Graduate Institute and a Bachelor’s of Arts in International Relations from Boston University.  She speaks English and French. 

Shannon Johnson

Senior Democracy, Human Rights and Governance Advisor

Dr. Lam is an interdisciplinary scientist with over 13 years of experience advancing human rights and justice for marginalized populations, including Indigenous Peoples. His expertise spans democracy, human rights, and governance, with a focus on policy development, program design, and grant management across diverse country contexts.

He led the development and launch of USAID’s Policy on Promoting the Rights of Indigenous Peoples (PRO-IP) and its framework for Free, Prior, and Informed Consent (FPIC), and provided technical support to missions in Africa, Asia, and Latin America overseeing $80 million in direct funding to Indigenous Peoples’ organizations. Dr. Lam also managed $22 million in human rights grants to address violence, stigma, and discrimination across 35 countries, and co-designed impact evaluations, including programs supporting survivors of gender-based violence.

 

Dr. Lam holds a Ph.D. in Chemical Engineering from the University of Wisconsin–Madison.

Jean Paul Pétraud, Ph.D.

Senior Evaluation and Data Scientist

Over 20 years of experience in behavioral and development economics research, impact and mixed method evaluations and MEAL for projects and strategies; and 10 years working with urban youth. Jean Paul designs reliable evidence approaches that inform people-centered and compassionate strategy, operationalization, and implementation.

 

To help organizations make better decisions with their resources and their data, Jean Paul offers a full toolbox: rigorous methods to analyze data for causal inference and systems learning; participatory approaches that ensure organizational decisions are evidence-based. He has led academic research and international program evaluations, and advised stakeholders in Asia and Africa with thought leadership and technical expertise. At USAID/Asia Bureau and the Bureau for Humanitarian Assistance, he provided technical leadership to impact and performance evaluations, advocating for utilization-focused and right-fit MEAL systems.

 

Jean Paul holds a Ph.D. in Agricultural and Resources Economics from UC Davis, Master’s of Sciences (University of Nottingham), Master’s of Development Economics (University of San Francisco). Based in Mexico, Jean Paul is improving his Spanish, fluent in French and English.
